Our Executive Team
Michael Rashid, Plan President and Chief Executive Officer, joined IlliniCare Health in August 2017. Michael is a pioneer in the Medicaid managed care landscape helping to ensure there is access to quality and affordable health care to the “people most in need.” With his vision, passion, and leadership, Michael will work with the leadership team to develop innovative healthcare solutions -- advancing IlliniCare Health’s mission of transforming the health of the community, one person at a time. Before joining IlliniCare Health, Michael spent nearly 20 years with AmeriHealth Caritas holding multiple leadership positions, including CEO. As CEO of AmeriHealth Caritas, Michael was instrumental in growing the company from a 500,000-member organization serving Medicaid recipients in the Philadelphia region into a 5 million-member organization serving people in 15 states and Washington D.C. During his four decades in health care, Michael led federally qualified health centers, health plans and other entities dedicated to making quality health care accessible for all. Michael holds a Bachelor of Science in Marketing from the University of Southern California and a Master of Business Administration from Harvard Business School. He serves on numerous boards, including Drexel University and Independence Mission Schools.
Angela Haggard, Senior Vice President of Operations, joined IlliniCare Health in September 2014. Angela leads the global operations for all products at IlliniCare Health and drives enterprise-wide initiatives for service improvements and excellence. She will be responsible for the strategic direction and leadership to improving quality, network performance, and member and provider operations – positioning the organization for long-term growth and success. Prior to joining IlliniCare Health, Angela was the System Service Line Vice President for Medicaid and Community Health Strategy at Presence Health, the largest Catholic Healthcare System in Illinois. She worked collaboratively with executive, physician, payor and community leaders providing transformational senior leadership for the system’s overall Medicaid and community health vision to improve the health of the communities served. Angela has over 20 years of extensive healthcare delivery leadership experience. She has held a variety of senior leadership positions in hospital and health systems operations, strategic planning, information technology, performance improvement and community health. Angela earned her Bachelor’s degree in Administrative Management from Eastern Illinois University and her Master’s of Business Administration from Olivet Nazarene University.
Dr. Angela Perry, Chief Medical Director, joined IlliniCare Health in June of 2015. Angela oversees the Medical Management Department by providing clinical vision and clinical direction to operations. Angela also provides medical oversight, expertise and leadership to ensure the delivery of effective, quality healthcare services. Prior to joining IlliniCare Health, Angela was the medical director for the Illinois division of eQHealth Solutions. As an advocate for Chicago’s underserved, Angela was also partner in a thriving adult medicine practice which served the south side of Chicago. Angela is a graduate of Yale University and Rush Medical College. She trained at Michael Reese Hospital as an active member of the attending staff, where she served as president of the Medical staff and community trustee for the Michael Reese Health Trust.
Mary D. Strasser, Vice President of Network Development and Contracting, joined IlliniCare Health in July 2017. Mary D. will be responsible for all provider relations, contracting, recruitment, reimbursement development, and credentialing initiatives. Also, she will develop and maintain a high-performing provider care network that will deliver high standards for quality, and strategically explore new opportunities to expand the services IlliniCare Health offers to its members. She has over 20 years of network development experience in commercial and government programs delivering members access to high-quality medical care and high-value insurance solutions. Before joining IlliniCare Health, Mary D. was the Executive Director of Provider Network Management for Health Alliance Medical Plans in Urbana, IL. She was also the Director of Provider Strategy and Network Development at WEA Trust in Madison, WI. She began her career with Physicians Plus Insurance Corporation in Madison, WI where she progressed from Provider Relations Representative to the role of Senior Director of Provider Network Management & Managed Care. Over the course of her career, she has been responsible for strategic development, and all aspects of network development, provider relations, contracting, credentialing, and network compliance. As part of her work, she has led successful network expansions to support commercial, Medicare Advantage growth, and managed Medicaid membership growth. She also has extensive experience in creating and managing contracts that balance financials, risks, and member-focused needs. Mary D. holds a Bachelor's degree in Marketing and Management from Upper Iowa University and a Coaching for Leaders Certificate from Cardinal Stritch University.
Bruce Lane, Senior Vice President of Finance, joined IlliniCare Health in December 2015. Bruce will be responsible for all financial operations of the health plan, including accounting, business support and development, and financial planning and analysis. Before joining the company, Bruce served as the CFO and VP of Finance for Covenant Health Systems and has held a variety of leadership roles at HCSC. Over the course of his career he has built highly effective teams and fostered collaborative efforts across enterprises. Through his leadership and combined strategic and tactical operational expertise, Bruce has successfully navigated organizations through transformational change. Bruce earned his Master’s of Science in Accounting and Master’s of Business Administration from Governors State University.
Debra M. Brophy, Vice President of Medical Management, joined IlliniCare Health in June 2011. She is an accomplished executive with extensive experience in multiple aspects of clinical operations within the healthcare industry. Since joining IlliniCare Health, Deb has leveraged her consistent leadership and expertise in care management and utilization to elevate the skills and quality of the organization she leads. Over the course of her career, she has managed the operations of several programs, including home health, specialty case management for transplant and renal failure, and claims review with commercial and private entities. In these roles, she partnered with large commercial insurance companies to establish care coordination practices and renal care networks that bring exceptional levels of service and high quality of care to health plan members across Illinois. At IlliniCare Health, Debra has had leadership roles in the Integrated Care Program, Waivers, and Medicare. Debra earned her degree in Nursing from Advocate Medical Center of Oak Lawn, IL. She is certified in case management by both American Nurses Credentialing and the Commission for Case Management.
Francie Morris, Vice President of Quality Improvement, joined IlliniCare Health in April 2017. She is a Registered Nurse and Certified Professional in Healthcare Quality (CPHQ) with a broad background in managed care, including utilization management, quality improvement, CMS Stars maximization, HEDIS outcomes improvement, and implementation of Pay for Quality programs. She has served as Vice President of Quality Management for a number of Medicare Advantage and Medicaid Managed Care Organizations, including Centene, Amerigroup, and Cigna/HealthSpring. Her recent areas of focus have been the development of strategic interventions to comply with risk-based performance initiatives and practice transformation coaching. Ms. Morris has designed and implemented programs to improve the clinical and service quality received by members throughout California, Texas and Florida, and to ensure compliance with state and federal regulatory requirements for government programs. She has participated in a number of health plan start-ups, and initiated internal data collection for HEDIS, facilitated executive introductions to CMS Stars Ratings, and implemented a Pay for Performance program in Texas. Ms. Morris has also managed numerous HEDIS projects, performance improvement activities and development of provider incentives. She began her nursing career in maternal-child medicine. Ms. Morris studied English Literature and Library Science at Wagner College and Old Dominion University for three years prior to graduating magna cum laude with an Associate’s Degree in Nursing from Georgia Southwestern College in Americus, Georgia.
